After my 1995 Acura warms up, I notice my rpm need surges from 750rpm to 1000rpm, sometimes to 1200rpm. My vehicle isn't moving when this is happening. What could be the cause of this? Would a dirty air intake cause this?

Yes. That would be the first thing to try out and is always safe bet that helps many things.
