I went to the mechanic the other day and he suggested a timing belt/water pump replacement. He quoted me 600 bucks. My car has about 90k on it and 8 years on it. My question is two parts: is it time to change and is 600 a reasonable price for this service?

Yes! $600 is more than reasonable for such an IMPORTANT service. 90k miles is a little longer than most people wait for timing belts (I always do it around 60k miles). Go for it! I have broken two myself and it can be VERY bad...as you'll be spending thousands if the pistons and valves hit one another.
